Cet article étudie l’évolution du processus de prise de décisions en politique étrangère en Espagne de la fin de la dictature du général Franco en 1975 jusqu’à la consolidation de la démocratie dans la deuxième moitié des années quatre-vingt.
L’analyse met en évidence la bureaucratisation et la dépersonnalisation de la prise de décision ; l’adaptation des institutions aux principes et aux règles de fonctionnement de la démocratie ; la multiplication des centres de décision et d’influence sur l’action internationale de l’État ; la présidentialisation de la politique étrangère ; et la redéfinition du rôle du ministère des Affaires étrangères et les instruments traditionnels de la diplomatie.
This article analyses the evolution of the decision-making process in Spain from the end of the dictatorship of General Franco in 1975 until the consolidation of democracy in the mid-eighties.
The study highlights the bureaucratization and depersonalization of the decision-making process; the institutional adaptation to the principles and rules of democracy; the multiplication of decision and influence centers; the presidentialization and the foreign policy; and the redefinition of the role of the Ministry of Foreign Affairs and of the traditional instruments of diplomacy.
